PROBLEM TO BE SOLVED: To form a place for active information exchange at a state that anonymity is secured and ejection of excess doers, etc. is allowed by votes by users via the Internet.;SOLUTION: A user device has: a means for obtaining a service ticket authorized by a manager device without transferring a user ID to the manager device by using a blind signature; a means for utilizing information exchange service on a network without learning of the ID by the manager device by using the service ticket obtained by the blind signature and a means for performing the votes without learning of the ID about right and wrong of an act (object act) to the information exchange service by a certain user (doer), etc. The manager device has: a means for totaling the votes from a user device; a means for verifying double votes from the user device and a means for restricting the object act of the doer without learning an ID of the doer by totaling results of the votes, etc.;COPYRIGHT: (C)2008,JPO&INPIT
