PPROBLEM TO BE SOLVED: To provide a three-phase circuit breaker characteristics measuring device to measure an unbalance time duration of a three-phase circuit breaker installed in a power system arranged at least in a radial shape and an opening and closing controlling time duration without causing a power failure at a consumer's side, and to provide a detecting method of the three-phase circuit breaker unbalance abnormality and a program for a computer to perform an unbalance abnormality detecting of the three-phase circuit breaker. PSOLUTION: The three-phase circuit breaker characteristics measuring device is an arc-extinguishing point calculation means to calculate arc-extinguishing points of three phases based on charged current instantaneous values of three phases of duration including before and after a shutdown recorded by opening the three-phase circuit breaker when a charged current only flows and an unbalance time duration calculating means to calculate a three-phase unbalance time duration based on arc-extinguishing points of the three phases.
