PROBLEM TO BE SOLVED: To perform the volume reducing treatment of a spent ion exchange resin generated within a nuclear power facility without dissipating a radioactive nuclides at a low cost and a practical treatment rate. SOLUTION: The waste resin is preliminarily dried by a resin drying means 1, quantitatively measured by a quantitative supplying means 2, and sent to a plasma volume reducing means 3 to perform a volume reducing treatment by use of plasma. The volume-reduced resin is recovered by a recovering means 4 and sent to a stabilizing means 5 followed by stabilization and solidification. The gas generated from the resin drying means 1 and the plasma volume reducing means 3 is detoxified by a detoxifying means 6.
