PROBLEM TO BE SOLVED: To efficiently demonstrate the wind resisting capacity of a hull at the lower part of the stratosphere where the hull is to be retained.;SOLUTION: Based on observation/prediction information obtained by a wind speed observation device 13 and a wind speed prediction device 14 by altitude, an optimum altitude analysis device 15 analyzes optimum altitude at which breeze continues within a control altitude range to the predetermined reference altitude, and a remote control device 12 notifies an SPF (stratosphere platform) 11 of the optimum altitude acquired by the analysis, and controls the SPF 11 to stay at that altitude. The wind resisting capacity of the SPF 11 can be efficiently demonstrated by thus controlling the SPF 11 to go up and down to follow the breeze altitude within the control altitude range to the reference altitude.
