PROBLEM TO BE SOLVED: To estimate the germination index of a fertilizer, for example, on the composting site or the like of organic waste with high precision while rapidly and simply evaluating the quality of the fertilizer such as a putrefaction/maturity degree or the like with high precision.;SOLUTION: At least two kinds of data selected from physicochemical index and enzymatic activity related to the liquid extract of the fertilizer being an evaluation target are acquired to be applied to a predetermined calculation formula to estimate the germination index of the fertilizer. The predetermined calculation formula is a multiple regression formula obtained by performing multiple regression analysis with respect to the germination index related to a fertilizer similar to the fertilizer being the evaluation target and the above-mentioned data. The physicochemical index is at least one kind selected from the group consisting of pH, the concentration of ammonium ions, electroconductivity, temperature and oxidation-reduction potential.
