PPROBLEM TO BE SOLVED: To appropriately reduce the block distortion (block noise), generated at compression coding, of a reproduced image data which is obtained by decoding an image data compression-coded in a block unit coding method and then format-converting the decoded image data. PSOLUTION: A block border phase calculating means outputs phase information and block border position corresponding to format conversion based on a format conversion information for a reproduced image which is format-converted according to an output condition after decoding an image data that is coded in block unit. A noise reducing means selects/applies one from among a plurality of block distortion reducing filters according to the phase information acquired from the block border phase calculating means. By these means, block distortion is reduced with no bad effect on the reproduced image which is acquired by decoding the image data coded in block unit and the reproduced image format-converted after decoding as well.
