The remaining capacity estimating part derives the reduction of remaining capacity caused by memory effect on the basis of at least one of the number of times and the temperature during a self-discharging period, and estimates the present remaining capacity by subtracting self-discharge electric quantity and reduction of remaining capacity from original remaining capacity in self-discharging, and estimates a value obtained by adding charged electric quantity to a value obtained by adding reduction of remaining capacity to remaining capacity estimated in self-discharging, as remaining capacity in charging.
