PROBLEM TO BE SOLVED: To surely prevent damage by a high tide and a tsunami by an extremely simple constitution while reducing a material cost, a construction cost and a maintenance cost, and to shorten a construction period. ;SOLUTION: A tide system has a pair of supporting sections 2 and 3 constituted while being opposed to both banks and harbor entrance of a river 1 or the bottom of the sea, a curtain membrane 7 stretched to a pair of the supporting sections and a plurality of air bags 9 disposed to the upper section of the curtain membrane. The curtain membrane 9 is composed of a plurality of horizontal cables stretched to a pair of the supporting sections and vertical cables in which a plurality of the horizontal cables are sewn densely in the vertical direction.
