PROBLEM TO BE SOLVED: To prevent a collision with a vessel wall of a scraping part by changing a refuge set value in accordance with a possibility of a collision by detecting the relative location of a continuous unloader and the vessel, judging oscillation of the vessel, calculating a possibility of the collision of a refuge location and an obstacle. ;SOLUTION: The relative location between a continuous unloader and a vessel is detected by a relative location detection sensor 10 and a computer 14 calculates a rate of change of a shaft angle of the relative location based on the data. The computer 14 monitors the rate of change, decides whether oscillation is dangerous one or not. When do oscillation is judged, the saving of a scraping is performed in accordance with three following processes. (1) The coordinate of the refuge location is calculated. (2) A collision monitoring calculation is performed. (3) In the case of a possibility of a collision as a result of the preceding calculating, a refuge set value is changed and the collision monitoring calculation is performed again. If a possibility of the collision is left even if this calculation is repeatingly performed, the refuge is canceled and the vessel is stopped at the present location.;COPYRIGHT: (C)1999,JPO
