PPROBLEM TO BE SOLVED: To provide an apparatus, a method, and a program for action quantity generation which can efficiently find how and how much an explanation variable of data to be predicted is varied to vary a prediction result to a desired value. PSOLUTION: The apparatus is equipped with a prediction part 3 which can output a predicted value and a data feature for the data to be predicted according to known memory-based data, a desired result input part 4 which can inputs the desired value for the predicted value, a prediction result decision part 5 which inputs the desired value and predicted value and compares and decides the predicted value and desired value, and a variation value calculation part 6 which calculates the action quantity of the data to be predicted by using the predicted value, the data to be predicted, and the data featured according to the output of the prediction result decision part 5.
