PPROBLEM TO BE SOLVED: To provide a waterproof primer which is used between a urethane-based waterproof material layer and an inorganic finish top coat layer and has excellent adhesiveness, water resistance and low temperature characteristics, to provide an inorganic finishing urethane-based waterproofing method, and to provide a urethane-based waterproof laminate. PSOLUTION: This two-part type water-based interlayer primer used between a urethane-based waterproof material layer and an inorganic finishing top coat layer is characterized by comprising an aqueous polyurethane polyol aqueous dispersion as a main component and an aqueous polyisocyanate compound as a curing agent in an OH/NCO equivalent ratio of 1/3 to 2/1 between the hydroxy groups of the main component and the isocyanate groups of the curing agent. The inorganic finishing urethane-based waterproofing method comprises coating the water-based interlayer primer on the urethane-based waterproof material layer in an amount of 10 to 1,000 g/mSP2/SPas a resin component and then coating the inorganic finishing top coat. The urethane-based waterproof laminate comprises a composite coating film layer prepared by forming the water-based interlayer primer layer and then recoating the inorganic finishing top coat layer thereon.
