PROBLEM TO BE SOLVED: To enable a terminal connected to a home gateway unit to acquire an IP address again and connect to the Internet even if the IP address, which the home gateway unit acquired, cannot be used.;SOLUTION: The home gateway unit 200 as an address management unit acquires an address block having a plurality of IP addresses from an ISP-A router 11, which distributes the IP addresses arranged on a network, via the network, and distributes one IP address in the address block to each of terminals 13, 14. When an ISP-A router 11 becomes inoperable due to failure or the like, the home gateway unit 200 finds an ISP-B router 12 and requests the address block to the ISP-B router.
