In this case, after a covering plate 38 having a similar function to the concrete 48 is made to abut on each form 18, 20 of the form 12 and supported therewith, between a tonnel inner wall surface and the form 12 primary covering concrete 48 is filled and cured and hardened, then the form 12 is removed to place the covering plate 38 on the surface of the primary covering concrete 48.
