The invention provides an unqualified negative plate selection device and an unqualified negative plate selection method, which can eliminate a negative plate (1) forming bulges (9) or arcuation regarded as unqualified goods before moved to a traverse conveyer (6), preventing the traverse conveyer (6) from having conveying failure due to unqualified negative plates so as to improve the production efficiency of the whole electrolytic copper plate recycle system. The unqualified negative plate selection device (10) is installed in the system which electrolyzes the negative plate (1) deposited with refined metal by electrolytic refining to conveying to a pulling-apart device by the traverse conveyer (6), and the deposited electrolytic metal is pulled apart from the negative plate (1) to recycle. The invention is characterized in that the negative plate (laminated wood (A)) forming bulges (9) or arcuation regarded as unqualified goods is eliminated before moved to a traverse conveyer (6).
