The valve flap (8) can be connected to a blocking mechanism for manually locking the flap in a predetermined position. The assembly comprises a valve frame (2) for placing inside a valve casing, a flap movably mounted in the valve frame, an actuator motor (14) engageable with the flap via a coupling mechanism (18), and a separate operating device (29) connectable to the flap. When the flap is in an engaged state it can be operated by the motor, and when disengaged it can be operated by hand via the separate operating device.
