A method, in a wireless communications network (70) including a service area (72) comprising a plurality of cells (82) to define a location area within said service area utilizing the paging traffic and traffic statistics diversion or transfer concerning said cells (78), such that said method is characterized by: identifying a first cell (C7) within the service area (72) of said network (70) and having the higher traffic volume location; marking said first cell (C7) as belonging to a working location area (74w); identifying a second cell (C2) within said service area, so that said second cell (C2) having the highest volume of handoff traffic with the cells in said working location area (74w); determine whether the second (C2) cells combined paging traffic of said first (C7) and exceeds the maximum paging capacity of said deubicación area within said service area (72); and adding said second cell (C2) to said working location area (74w) if not exceeded the maximum paging capacity.
