The device has a transversal sill plate surface comprising a linear hollow groove (18) receiving minor cutting edges of a hollow bar (1). The groove presents lateral sides (20) inclined opposite to an axis of the bar, and the cutting edges are supported on the lateral sides. The groove includes internal bossages projecting with respect to a base of the groove.
