The invention includes a communication network (200) for dynamically establishing media channels between conforming emergency systems (CES) (201, 202) and resources (221-223) of an emergency services network (220). The CES (201) transmits a request message for a media channel to the packet network (210). One of the resources of the emergency services network (220) receives the request message. The resource (221) responds to the request message to dynamically establish the media channel. The CES (201) may then exchange messages with the resource (221) over the media channel to facilitate the CES (201) in handling emergency events.
