Network offline charging system and method, and network online charging system and method. The network offline charging method includes network element creating the first offline charging request with the location information for determining the location of users, and sending the first offline charging request to the charging collecting functional entity. The charging collecting functional entity creates the second offline charging request with the location information according to the first offline charging request, and sends the second offline charging request to the charging field. The charging field recognizes the location information inthe second offline request, determines the location of user according to the location information and performs the corresponding charging process. The related charging strategies are employed according to location information of users, visited network identity information by making the charging request carrying the information.
