A comparison period detecting section (11) defines the period between the rising edge of a first clock signal and the rising edge of a second clock signal as a comparison period and detects whether or not there is any transition of a data signal during the comparison period. A phase relationship detecting section (12) detects the phase relationship between the data signal and a reference clock signal and outputs the result of the detection of the phase relationship when a transition of the data signal is detected by the comparison period detecting section (11) during the comparison period.
