A charge control ECU (40) halts a charge converter (20) periodically or at a predetermined timing, and uses a voltage sensor (50) to determine an open-circuit voltage of a solar battery (30). The charge control ECU (40) then uses a predetermined relational expression or map to decide, based on the determined open-circuit voltage, an operational voltage such that the output power of the solar battery (30) becomes its maximum one. The charge control ECU (40) sets the decided operational voltage, as a target voltage (VR), to the charge converter (20) and then causes the charge converter (20) to resume its operation.
