A system and method for optimizing the voice path of foreign visit user called by domestic roaming user intercept and record the location information of the mobile user roaming from the domestic to the foreign by utilizing the signaling interception equipment, and intercept the original location information of calling from the domestic user to the foreign visit user and perform the process by utilizing the equipment again, thus realize optimizing the voice path circularity of foreign visit user called by domestic roaming user. By use of the system and method in the invention, the voice path circularity problem created during the calling fromdomestic roaming user to international visit user is solved, and network resource can be saved, and international communication call charge of the caller and the called, and simultaneity, the operator can improve competition capability by developing the otherness service, and the invention avoids the shortage during the practical operation of 3GPP TS 23.079 protocol.
