A method for configuring and utilizing signalling channels in a High Speed Uplink Packet Access System, the said method comprises that: the node B determines the amount of the uplink signalling channels to be used, and the information of the amount is in the schedule granting information sent to the user equipment; the user equipment determines whether it is the first transmission or not and/or whether the interval between the next uplink signalling channel transmission and the last uplink signalling channel transmission is larger than a threshold or not in responce to the schedule granting information, and takes the different transmission policy to transmit the uplink signalling channel according to the determination; as well, the node B determines whether it is the first reception or not and/or whether the interval between the next uplink signalling channel reception and the last uplink signalling channel reception is larger than a threshold or not, and takes the different reception policy to receive the uplink signalling channel according to the determination.
