In an electronic money charge system, an electronic money issuance management system receives the amount of charge money and the request number of the electronic money charge when a portable terminal transmits a request to issue electronic money, stores the charge money to be deposited to a financial institution account of an electronic money business from a financial institution account of the client, the request number, and an identification number in an account deposit/withdrawal information storage unit, issues the electronic money to the portable terminal through a communication device from the electronic money business system on the condition that the charge money is deposited to the financial institution account of the electronic money business, checks if the money is deposited or not with respect to the request number and the identification number when the client makes an inquiry, and transmits a re-request of issuance to the electronic money business system if the money is deposited. The electronic money business system asked for the re-request of issuance issues the electronic money according to the reception situation stored in the electronic money issuance reception information storage unit.
