Techniques for sending signaling at different power levels in different operating modes, related to HARQ feedback channels in HSDPA, are described. In one design, a UE may send signaling at a first power level in a first operating mode and may send the signaling at a second power level in a second operating mode. The UE may send the signaling with a ternary indication in the first operating mode and with an on/off keying (00K) indication in the second operating mode. The signaling may be for acknowledgement (ACK). The UE may send ACK, negative acknowledgement (NACK), and discontinuous transmission (DTX) with ternary indications in the first operating mode. The TIE may send ACK and DTX with 0OK indications in the second operating mode. The UE may receive at least one power offset from a network entity and may determine the first and second power levels based on the received power offset (s).
