A card information rewrite control device (20) installed in each office acquires the employee number from the IC card (10) of an employee visiting by business. A card information management server (30) acquires the employee information on the employee having the acquired employee number and the card layout information on the office where the card information rewrite control device (20) is installed and creates format information representing whether or not the employee can use the facilities in the office according to the acquired employee information and the card layout information. The IC card (10) acquires the created format information and rewrites the previously stored format information by using the format information.
