An IP network signaling transport protocol based optimized system and achievement method thereof. The said system includes MTP2 entity (302), M2UA entity (304) and SCTP entity (307) in SG side and MTP3 entity (310), M2UA entity (312) and SCTP entity (315) in MGC side. Wherein, a transmitting unit (308, 316) is configured respectively in SCTP entity (307, 315) of two sides to send the IP link break message to M2UA entity (340,312) of two sides when IP link break. A receiving unit (305, 313) is configured in the M2UA entity (340, 312) of two sides for receiving the IP link break message sent by the respective transmitting unit (308, 316). A processing unit (306, 314) is configured in M2UA entity (304, 312) of two sides for transmitting separately the exit link service request message indicative of having MTP2 entity (302) of SG side stop message transport and exit link service indication message indicative of having MTP3 entity (310) of MGC side stop message transport based on the received IP link break message.
