A method and an apparatus for measuring traffic based on flow are provided to supply a user terminal with flow-based traffic state information for the user terminal, so that a user can know the traffic state information for a user's flow in real time. In response to a message of requesting traffic state information for a flow of a user terminal, traffic information for the user terminal is searched(S3). Based on the searched traffic information, a flow path for the user terminal is determined(S5). Based on the determined flow path and the searched traffic information, a flow-based traffic state for the user terminal is analyzed(S7). The analyzed flow-based traffic state information and flow path are provided to the user terminal(S9).
