A traffic handling unit selector in a mobile communication network control system and a method thereof are provided to update channel allocation state information of each traffic handling unit periodically, and to analyze the channel allocation state information of the handling units as calls are received, thereby selecting a traffic handling unit having the smallest surplus channels as receiving the calls. Channel allocation states of each traffic handling unit are confirmed as calls are received, and a traffic handling unit having the smallest surplus channels is detected(401,402). It is confirmed whether the detected handling unit is able to receive the received calls(403). If not, a traffic handling unit having the second smallest surplus channels is detected to reconfirm whether the detected unit is able to receive the calls(404). If the calls are receivable, the corresponding traffic handling unit is selected(405).
