A device for manufacturing a pc culvert with a liner, an assembling method thereof, a manufacturing method of the pc culvert with the liner, and the pc culvert manufactured by the same are provided to prevent an inside surface from being exposed to a sewer pipe directly. A device for manufacturing a PC culvert with a liner comprises an outer frame(2), an inner frame(3), and the liner. The outer frame has an opening through which concrete is poured and face the outer surface of the PC culvert. The inner frame is apart from the outer frame and faces the inner surface of the PC culvert. The liner is installed along the outer surface of the inner frame. The inner frame is rotated by a rotating unit.
