A copper-plated magnesium alloy and a forming method thereof are provided to easily perform a plating process by improving anti-corrosion property and adherence of the magnesium alloy with copper layer. A forming method of a copper-plated magnesium alloy includes the steps of: removing an oxide layer by performing an electrical and chemical polishing process on a surface of a magnesium alloy(110); forming a zinc alloy layer(130) by performing a zinc alloy treating process on the surface of the magnesium alloy; forming a pyrophosphate layer(140) on the zinc alloy layer for improving adherence with a copper plating layer(150) by performing a pyrophosphoric acid electric plating process; and forming the copper plating layer on the zinc alloy layer by performing a plating process on the zinc alloy layer.
