A method for manufacturing a permeable and waterproof fabric and a method for manufacturing permeable and waterproof gloves using the fabric are provided to impart antimicrobial and deodorizing functions to the fabric, by using inorganic antimicrobial agents. A finish coating layer is formed on a surface of a release paper using a composition where 1-component type hydrophilic solvent solution type polyurethane resin, 1-component type hydrophobic solvent solution type polyurethane resin, inorganic antimicrobial agents, and silica are mixed in an organic solvent(200). A middle coating layer is formed on the finish coating layer using a composition where 1-component type hydrophilic solvent solution type polyurethane resin and 1-component type hydrophobic solvent solution type polyurethane resin are mixed in an organic solvent(300). An adhesive layer is formed on the middle coating layer(400). The release paper, on which the finish coating layer, the middle coating layer, and the adhesive layer are sequentially formed, is transferred onto an elastic fiber fabric(500).
