An asphalt concrete road pavement method and a block manufacturing method using reclaimed aggregates from waste asphalt concrete are provided to improve the durability of a pavement or a block by manufacturing asphalt concrete with reclaimed aggregates from waste cement concrete and to make a pavement or a block to have semi-rigidity by mixing the flexibility of asphalt and the stiffness of cement appropriately. An asphalt concrete road pavement method using reclaimed aggregates from waste asphalt concrete comprises the steps of: crushing waste asphalt concrete and sorting out aggregates in the appointed particle size distribution to have the wanted porosity; emulsifying asphalt attached on the surface of the reclaimed aggregates from waste asphalt concrete, mixing 0.01~0.10 weight percent emulsified asphalt of 1 weight percent reclaimed aggregates from waste cement concrete with 5~50 weight percent water-soluble latex of the emulsified aspha inputting 0.02~0.12 weight percent cement of 1 weight percent reclaimed aggregates from waste cement concrete and water to the mixed reclaimed aggregates, the emulsified asphalt and the latex, and mixing all together to make asphalt concrete to have 8~30 percent porosity and 0~3-centimeter slump value; and completing a paved road by carrying the produced asphalt concrete to a construction site, spreading and tamping with a roller, or, completing a block having a thickness of 60 cm by inputting the produced asphalt concrete in a mold, vibrating, pressurizing and curing.
