A manufacturing method of anti-scouring block and an anti-scouring block by the method are provided to create better habitat for fish in watercourse while maintaining the watercourse by supporting the structure by employing natural minerals in the block. A manufacturing method of anti-scouring block comprises steps of: making illite of monoclinic mica, anorthite of the triclinic and dolomite of the trigonal into fine powder by pulverizing, followed by sieving the prepared powder with a sieve of up to 150 mesh; mixing 19-21% by weight of cement, 19-21% by weight of sand, 29-31% by weight of aggregates, 9-11% by weight of illite, 6-8% by weight of anorthite, 3-5% by weight of dolomite and 1.5-2.5% by weight of admixture and adding 6-8% by weight of water to the mixture, followed by kneading the mixture; putting iron reinforcing rod frames into a mold having a forming groove having a shape of an anti-scouring block(10), putting the kneaded concrete into the mold, and making a vibration while pressing the concrete in the mold in order to form an anti-scouring block; placing the block-forming article together with the mold in a casting room maintained at 25-65deg.C for 11-13 hours while spraying steam intermittently; and separating the mold from the block forming article after finishing casting. The anti-scouring block(10) has a through hole(12) in the middle of a body(11) of hexahedra shape; a projection part(13) in the four directions of the body(11); and guide grooves(14) at the outline of the four directions and at the corners of the body(11). A ring type connection part(21) is projected on each guide groove(14) formed at the corners, and welds into the inner iron reinforced rod frame in the body(11).
