An apparatus(100) for protecting a user communication terminal(300) from surge detects whether a user computer(200) is turned on or off and turns on or off the user communication terminal according as the user computer is turned on or off. The apparatus connects a communication line(170) to an Internet line(190) when the user communication terminal is turned on and disconnects the communication line from the Internet line when the user communication terminal is turned off so as to block surge voltage or surge current and leakage current applied to the user computer and the user communication terminal.
