A closed type fish farming and farming system is provided to improve water quality, to maintain abundant oxygen, to prevent damage of facilities by wave or fast tide, and to maximize an energy reduction effect. A closed type fish farming and farming includes: a closed water tank(1) installed on higher position than the water level(18); water circulating protrusion pipes(9,26) respectively inserted into holes formed on both ends of the closed water tank; water circulating tools(10,21) respectively formed on the ends of the water circulating protrusion pipes; natural water circulating pipes(11,19) connected to the water circulating protrusion pipes, and having a water outlet(12) and a natural water inlet(17) formed on the respective ends.
