A method of manufacturing a kelp or sea mustard enzyme hydrolysate by decomposing desalted kelp or sea mustard with the first enzyme and the second enzyme is provided to obtain the tilted hydrolysate containing an active ingredient of kelp and sea mustard. Kelp or sea mustard is washed, desalted and decomposed with the first enzyme comprising endo-beta-1,4-glucanase, alginic acid and exocellulase in the first step and the second enzyme comprising arabanase, cellulase and beta-1,4-glucanase in the second step at 30 to 65deg.C and 4 to 7pH for 5 to 7hr to produce a kelp or sea mustard enzyme hydrolysate. The kelp or sea mustard enzyme hydrolysate is additionally heat-treated and filtered. The washing and desalting is achieved by adding 10 to 16 times its weight of water at 35 to 60deg.C. The endo-beta-1,4-glucanase, alginic acid decomposing enzyme is Microbacterium sp. derived enzyme, the exocellulase Trichoderma reseei derived enzyme and the arabanase, cellulase and beta-1,4-glucanase Aspergillus aculeatus derived enzyme.
