A power line monitoring device and a location recognition-based home network service method using the same are provided to reduce unnecessary power consumption by easily recognizing positions of the devices and power used by each device. An operating part(100) measures one or more of individual operation power, individual standby power and indoor environment information of connected devices, transmits a measurement signal to a management part, receives a device control signal from the management part, and controls the connected devices. The management part recognizes position information or device information of the devices based on the measurement signal, transmits corresponding information to a server, receives a device control request signal from the server, generates the device control signal, and transmits it to the operating part(100).
