A high voltage circuit breaker having a function of preventing switching surge is provided to reduce capacity and volume of the circuit breaker in case of a large high voltage bus by forming voltage dividing units and switching units in a plurality of rows. A voltage dividing unit(10) is connected to at least one high voltage bus of a power transmission line to divide power transmission voltage. A switching unit(30) is connected to one or two draw terminals drawn from the voltage dividing unit and switches the power distribution voltage. A detecting unit(40) is coupled with one side of the voltage dividing unit to detect overcurrent or overvoltage. A control unit(50) switches the power distribution voltage through the switching unit if the detecting unit detects the overcurrent or overvoltage.
