A process for selective oxidation of hydrocarbon materials is provided to effectively remove sulfur compounds, which, otherwise, have difficulty in oxidation, simultaneously with nitrogen, and to increase the octane number or cetane number of allylic or benzylic hydrocarbon materials. A process for selective oxidation of hydrocarbon materials comprises a step of oxidizing the hydrocarbon materials in the presence of a heterogeneous catalyst and oxidant to convert sulfur- or nitrogen-containing compounds into a sulfur- or nitrogen-containing precursor amenable to desulfurization and denitrogenation, while converting a benzylic or allylic compound into an oxygen-containing compound. In the process, the heterogeneous catalyst is selected from M^n+/a first solvent, M1^n+/a second solvent and M2^M+/a third solvent, wherein M^n+ is selected from Co^3+, Mo^6+, MoO2^2+, MoO^4+, MoO4^2-, V^5+, VO^3+, VO2^3+, W^6+, WO4^2-, Cr^3+, Ti^4+, Fe^3+, Ni^2+, Zr^4+, ZrO^2+,Hf^4+, Ta^6+, Nb^5+, Ce^4+ and Ce^3+; M1^n+ is selected from Co^3+, Mo^6+, MoO2^2+, MoO^4+ and MoO4-^2-; and M2m+ is selected from Co^3+, Fe^3+, Ni^2+, Cu^2+, V^5+, VO^3+, VO2^3+, Cr^3+, Ti^4+, Zr^4+, ZrO^2+, Hf^4+, Ta^6+, Nb^5+, Re^4+, Ru^4+, Sm^4+, Pr^3+ and Ce^3+. The first solvent, the second solvent and the third solvent are the same or different, and each is selected from the group consisting of water, alcohols, CH3CN, DMF, N-pyrrolidone, formic acid, acetic acid, octanoic acid, trifluoroacetic acid, acetic acid-water mixture, aliphatic or aromatic C6-C16 hydrocarbon, H-donor solvent, light oil, gasoline, LCO and a mixture thereof.
