A system and a method for visualizing submarine topology in 3D(Dimensional) are provided to enable a user to use a 3D submarine topology service through a web service by visualizing a satellite photo, an aerial photo, multi-beam data, single-beam data, submarine topology exploration data, a digital chart, and CAD(Computer-Aided Design) data in 3D. A database server(120) selects a visualization mode fit for each data type of a satellite photo, an aerial photo, multi-beam data, single-beam data, submarine topology exploration data, a digital chart, and CAD data, and stores observation data applying the visualization mode to a database. A web server(110) transforms the data stored in the database into a UTM(Universal Transverse Mercator) coordinate system and transforms the converted data into 3D spherical coordinates again when the converted data is visualized. The web server displays a 3D basic picture, which is background generated based on the converted data, the satellite/aerial photo, and DEM(Digital Elevation Model) data, in a website. The satellite photo, the aerial photo, the multi-beam data, the single-beam data, the submarine topology exploration data, the digital chart, and the CAD data are visualized to be implemented in 2D by using at least one of contour, surface map, post, vector map, grid map, and grinding methods.
