An apparatus and a method for measuring time variation of local scour depth and bed elevation are provided to conveniently move a sound wave Doppler flow meter and a position adjustment device. An apparatus for measuring time variation of local scour depth and bed elevation includes a sound wave Doppler flow meter(10), and a position adjustment device(20) on which the sound wave Doppler flow meter is mounted. A mounting part is installed at the position adjustment device to stably fix the sound wave Doppler flow meter. An adjustment part is operated to move the flow meter. The adjustment part includes a lateral adjustment terminal and a vertical adjustment terminal. The position adjustment device is longitudinally moved by a plurality of wheels(23).
