A method and an apparatus for encoding and decoding the high frequency signal are provided to predict linearly the high frequency signal to extract the coefficient and to produce a signal by using the extracted coefficient and the low frequency signal. A linear prediction member predicts the high frequency signal linearly, extracts the coefficient and encodes the coefficient. A signal producing member produces a signal by means of the extracted coefficient and the low frequency signal. A gain value calculating member calculates the energy value ratio of the high frequency signal and the produced signal and encodes the calculated value. The signal producing member includes the first signal producing member for producing the first signal through the extracted coefficient. The second signal producing member produces the second signal at the high frequency are by means of the low frequency signal. A calculating member produces the third signal by calculating the first and second signals. The first signal producing member includes a normalization member(220) for normalizing the fourth signal produced by the fourth signal producing member and then for producing the first signal.
