A baicalein screened by analyzing a binding between a fluorescence-labelled HIF-1alpha peptide and a VBC protein as a prolyl hydroxylase 2 inhibitor is provided to be usefully used to prevent or treat ischemic diseases such as coronary artery diseases, brain failure and vascular insufficiency. A prolyl hydroxylase 2 inhibitor composition comprises baicalein as an effective ingredient. A composition for preventing or treating ischemic diseases such as coronary artery diseases, brain failure and vascular insufficiency comprises the baicalein and further comprises at least one additive selected from the group consisting of a pharmaceutically acceptable excipient, a disintegrating agent, a binding agent and a lubricant.
