A packet header configuration method using radio resource allocation information in a portable Internet network and a packet delivery method using the configuration method are provided to classify IPv6(Internet Protocol version 6) traffic efficiently while IPv6 flow labels are used, thereby controlling quality even in an application program as well as configuration apparatuses of the portable Internet network. When IPv6 traffic is received(401), an ACR(Access Control Router) classifies the received traffic by applying classification rules(402). A CID(Channel Identifier) of a terminal is inserted into a flow label of an IPv6 header of the traffic according to the classified results(403). An RAS(Radio Access Station) allocates radio resources by using the flow label of the header(404). The RAS transmits the radio resources to the terminal(405).
