A submarine fixed type offshore structure considering the habitat of fishes is provided to make post management easy by locating exactly in poor surroundings by functioning as artificial reef installed in the sea and fixing to the seabed strongly. A submarine fixed type offshore structure(100) considering the habitat of fishes comprises a column(110) fixed to the seabed strongly, and artificial reef(120) fixed to the column, wherein the column and the artificial reef are coupled integrally and strongly by welding and the lower part of the column is extended and projected from the bottom of the artificial reef. The artificial reef, as elliptical reef formed by piling up many quadrangular pyramid type structures(121) and hexahedral structures(122) repeatedly, includes a column insertion unit(123) to insert a column along the central shaft.
