A wave dissipating block serving as a fishing reef and a breakwater covered therewith are provided with prevent movement of the wave dissipating block by supporting the wave dissipating block with protrusions. A wave dissipating block serving as a fishing reef comprises a body(11) and protrusion(12). The body is in a cube shape. The protrusions are each formed on six surfaces of the body and have square sections respectively. A water hole(12a) is formed at the center of the protrusion and extends to the inside of the body A hollow part is formed inside the body and communicated with the water holes.
