An apparatus and a method for controlling unwinding velocity of the coil to prevent pitting flaws from being generated on a coil surface in the rolling process are provided to prevent pitting flaws generated on the coil due to the rolling process after producing a coil by hot rolling by controlling the unwinding velocity of the coil. An apparatus for controlling unwinding velocity of coil comprises a laser distance meter(110), a coil winding loosening measuring part(120), a pay off velocity setting part(130), and a control part(140). The laser distance meter scans a laser beam onto a coil(10) and receives a laser beam reflected from the coil to measure winding loosening of a coil(10) conveyed by a conveyor and mounted on a pay off reel(200). The coil winding loosening measuring part measures loosening of the coil based on the distance information measured through the laser distance meter. The pay off velocity setting part sets an unwinding velocity of the coil unwound from the pay off reel based on the measured loosening of the coil. The control part controls the coil unwinding rotary speed of the pay off reel to unwind the coil based on the set unwinding velocity of the coil.
