A cell acquisition system in a frequency overlay communication system and a method thereof are provided to smoothly execute communication by creating a reference signal for cell acquisition and executing cell acquisition based on the created reference signal. An NB-MS(Narrow Band Mobile Station) measures power values of the first NB-PCH(Preamble CHannel) and the second NB-PCH(1501). The NB-MS compares the measured power values with the first power threshold(1503). In case the measured power values exceed the first power threshold, the NB-MS subtracts power value of the second NB-PCH from power value of the first NB-PCH and compares absolute value of the subtracted value with the second threshold(1505). In case absolute value of the subtracted value is less than the second threshold, the NB-MS judges whether the first and second NB-PCHs are in complementary relation(1507). If it is judged that the first and second NB-PCHs are in complementary relation, the NB-MS recognizes the present BS(Base Station) as an EB(Extended Band)-BS(1509) and executes cell acquisition by using an EB-PCH which consists of the first NB-PCH and the second NB-PCH(1511).
