A fan coil unit controller for optimum room temperature control and a system for controlling the fan coil unit are provided to detect a current temperature of a room mounted with a fan coil unit and intellectually control a valve of a hot/cold water pipe for the fan coil unit and a wind amount of a blower according to the sensed room temperature, thereby keeping the room temperature optimally and maximizing energy saving. A fan coil unit controller for optimum room temperature control includes a temperature sensor(81) for sensing temperature of a room mounted with a fan coil unit, and a mode selection button(3) for setting function such as cooling, heating, existence or absence, leaving, reservation and the like, wherein data thereon is displayed via a display part(4). A controller(80) displays current temperature values sensed by the temperature sensor via the display part, carries out the operation according to inputs of the mode selection button, displays the set operation via the display part, and outputs controls signals for controlling heat source water supply for the fan coil unit and a discharge wind amount of the fan coil unit according to a difference between the current temperature and set temperature. A blower driving relay controls the discharge wind amount of the fan coil unit at least through three steps under the control of the controller. A valve driving relay(5a) controls opening states of a valve mounted on a pipe through which the heat source water is supplied to the fan coil unit, under the control of the control part.
